Tesla’s support page describes a two-seat Cybercab without a steering wheel, with rides available in limited areas of Austin, Texas. Its 21 October report also describes deployment into the Austin Robotaxi fleet. These are company statements about the US, not British permissions or independent capability tests. [1,2]
The Guardian reported Cybercab’s steering-wheel-free design at its 2024 unveiling. [3] Britain’s March 2026 pilot guidance distinguishes driverless operation from safety-driver trials and warns that vehicles without manual controls are unlikely to fit existing vehicle-approval routes. [4]
The April consultation text describes proposals, rather than the enacted rules. [5] The Automated Vehicles (Permits for Automated Passenger Services) Regulations 2026 came into force on 15 May. A separate instrument brought the relevant Part 5 provisions of the 2024 Act into force that day, except section 84 and section 89(8)(b) and (10). [6,7]
Those regulations cover bus-like services across Great Britain and other automated passenger services in England; they set a five-year maximum permit period. [6] The Act requires a permit to identify its area, vehicles, validity and conditions. For taxi-like services, it requires local licensing-authority consent, with specified circumstances in which consent is deemed given. [8]
The records checked do not establish whether Tesla has applied for, received or been refused the relevant British permissions. Framework legislation alone is not evidence of a Cybercab vehicle approval or an operator’s passenger-service permit. [4,6,8]
